Beth Anctil

Summary
Beth Anctil co-leads PINC AI™’s Population Health Management Collaborative and serves as a subject matter expert in Care Management and Care Coordination. She has over 35 years of healthcare management experience spanning settings across the continuum of care. Anctil has proven success in leading clinical and quality improvement initiatives with large intersecting projects for multi-specialty medical groups and academic medical centers. Prior to coming to Premier, she led care transitions for the adult enterprise at Vanderbilt University Medical Center and served as the operational lead for an $18.8 million CMMI Award: My Health Team Chronic Disease Management.
While with Henry Ford Health System in Detroit, Michigan, Anctil was director of system care coordination and supported the “No Harm Campaign” contributing to the Malcolm Baldrige Quality Award in 2011. She also served as administrator for primary care and executive director for Group Practice Improvement Network (GPIN).

Andy Edeburn
Principal, Strategic Collaboratives and Advisory Services
Summary
Andy Edeburn is a nationally recognized expert on strategic planning, acute/post-acute integration, provider network development and managed care. Edeburn guides organizations through their strategic thinking and planning around acute and post-acute partnerships, new program and facility development efforts, and establishing value- and outcome-oriented relationships as they transition from the fee-for-service environment to value-based care.
Edeburn is a frequent speaker and author on a range of topics, including healthcare reform readiness, strategic planning, acute and post-acute integration, and change management. He has authored articles regarding post-acute care for HFM Magazine and the Governance Institute and has been quoted in Modern Healthcare, Long-Term Living and other publications. Prior to joining Premier, Edeburn was a vice president with GE Healthcare as well as Health Dimensions Group in Minneapolis, Minnesota.

Seth Edwards
Vice President, Strategic Collaboratives Executive
Summary
Seth Edwards manages PINC AI’s Population Health Collaborative utilizing his expertise in the Medicare Shared Savings Program (MSSP). He has successfully assisted over 80 accountable care organizations (ACOs) with applying and contracting with the Centers for Medicare & Medicaid Services (CMS) in the MSSP, Next Generation ACO and ACO Pioneer programs.
Prior to this role, Edwards was the director of federal affairs for Premier, working with lawmakers and their staff to advocate for Premier’s legislative priorities and assist in developing policy positions. Edwards primarily focused on delivery system reforms (ACOs, bundled payments, etc.) and quality outcomes (readmissions and healthcare-associated infections). In addition, Edwards previously worked with national thought leaders, such as Dr. Rick Gilfillan and Lynne Rothney-Kozlak, to develop, implement and manage the PACT Collaborative.

Elizabeth Ireton
Principal, Strategic Collaboratives
Summary
Elizabeth Ireton has over 25 years of experience in healthcare. She currently supports PINC AI’s Bundled Payment Collaborative. Her background includes high risk care management, care redesign, healthcare IT and account management. Previously, Ireton was a director of account management and worked directly with a number of high-profile customers, including hospitals, health plans and employers. She also supported a hospital service line division and was responsible for business development focused in disease and care management, as well as population health and clinical care redesign.
Prior to that, Ireton worked for several consulting firms, including Gartner and First Consulting Group. Ireton is a registered nurse and has her MS in Nursing. She served as an adjunct faculty member for many years at the Johns Hopkins College of Nursing.

JoAnna Jaskolka
Principal, Strategic Collaboratives
Summary
JoAnna Jaskolka provides subject matter expertise in the development of collaboratives and executive learning programs, utilizing over 15 years of experience in the healthcare industry. She is currently supporting the Population Health Management, Bundle Payments and Healthcare Innovators Collaboratives at PINC AI. She supports clients in developing and implementing strategies to transition from fee-for-service to value-based care and payment.
Prior to joining Premier, Jaskolka worked for a regional improvement organization and quality observatory. She developed programming with a focus on building improvement capability across the regional National Health Service (NHS) organizations, as well as managed both a Stroke and Reducing Mortality Collaborative. Jaskolka was the senior project manager of the Quality Improvement Directorate at Salford Royal NHS Foundation Trust, an 800-bed academic medical center in Manchester, England, tasked with reducing harm by 50 percent and saving 1,000 lives in a three-year period.
Jaskolka has worked at the Institute for Healthcare Improvement in Cambridge, Massachusetts, developing the Executive Quality Academy, Improvement Advisor and Patient Safety Officer Executive Development Programs. She has an extensive collaborative and project management background with a focus on developing quality improvement courses and training for healthcare professionals.

Tony Malcoun
Vice President, Advisory Services
Summary
Tony Malcoun offers a broad national perspective and thought leadership derived from strategy and organizational change experience in over 75 markets and 35 states. His areas of expertise include sustainable health system growth strategies, clinically integrated networks, organizational operating models and the formation of regional networks and partnerships.
Prior to joining Premier, Malcoun was vice president of Sg2’s U.S. consulting group and a consultant with Computer Sciences Corporation’s global healthcare solutions. He began his professional career as a lawyer, practicing complex commercial litigation in the states of New York and Illinois.
Malcoun holds an MBA from the Kellogg Graduate School of Management, a JD from Brooklyn Law School and a B.A. from the University of Michigan. He has been an invited speaker/lecturer on healthcare industry topics for the Centers for Medicare & Medicaid Services (CMS), the American Health Lawyers Association, American College of Healthcare Executives (ACHE) organizations and technology companies, as well as the Northwestern and University of Chicago’s MBA programs.

Elyse Pegler

Summary
Elyse Pegler has over 20 years of experience designing and implementing innovative population health programs across payers, providers and policy makers. She leads learning collaboratives for value-based care organizations that participate in the Medicare Shared Savings Program, Direct Contracting, Next Generation ACO, Comprehensive ESRD Care and Kidney Care Choices models. Pegler supports value-based care organizations’ strategic planning, performance improvement and execution, and positioning as leaders in their communities with a deep focus on implications of market dynamics, policy trends and operational performance.
Prior to joining Premier in August 2013, Pegler was a senior advisor at the Center for Medicare and Medicaid Innovation where she oversaw policy development and program implementation for bundled payment models, along with other private and public sector positions focused on innovative care delivery models.

Kearin Schulte
Vice President, Physician Enterprise Advisory Services
Kearin Schulte is a Vice President with PINC AI’s Physician Enterprise Advisory Services. She has extensive operational and consulting experience in all aspects of the physician enterprise and has leveraged her industry experience to bring real-world experience to her consulting engagements. During her consulting career, Schulte has delivered large integrated consulting engagements across the U.S. in community systems, academic health systems and standalone specialty hospitals.
Prior to joining Premier, Schulte served as a Senior Director at Huron Consulting Group, where she helped to drive sales and delivery with the largest dedicated physician solutions team in the U.S. Her industry experience includes serving as an interim executive, leadership roles at medical groups, as well as leadership roles in both the neuroscience and obstetrics/gynecology service lines at the University of Colorado Health System. She also serves as an affiliate professor at a private university in Denver, Colorado, where she teaches in the undergraduate and graduate programs for those pursuing degrees in healthcare administration and healthcare leadership.
Bryan F. Smith

Summary
Bryan Smith leads PINC AI’s Population Health Economic and Analytical Services. He has over 25 years of provider-side consulting experience including strategic planning, health plan development, financial turn-arounds, and mergers and acquisitions. At PINC AI, he oversees benchmarking and analytics while helping members succeed in value-based care and furthering the strategic goals of the health system. Smith is a frequent author and speaker on topics ranging from industry trends to accountable care organization (ACO) economic models to commercial contracting strategies.
Prior to joining Premier, Smith served as the interim chief operating officer of Physician Partners of Texas, a physician-owned HMO startup, as a consultant at Phase 2 Consulting and as partner at PRAXIS MSO & TPA.

Chris Murphy

Chris Murphy is a Principal Healthcare Consultant for PINC AI’s Strategic Collaboratives team with over 26 years of diverse industry management experience, consulting expertise and a strong hybrid skillset encompassing leadership of business development, sales, thought leadership and marketing, product management and managing a portfolio of clients in the population health arena. With a unique combination of provider, payer and vendor/consulting experience, Murphy supports organizations transitioning from traditional fee-for-service to value-based care. Murphy also leads the business development and sales responsibilities for the team.

Ms. Rossi also serves as PINC AI’s subject matter expert on the Oncology Care Model. Prior to joining Premier, Ms. Rossi was the Strategic Planning Manager at New Hanover Regional Medical Center in Wilmington, NC.
She has over 20 years of experience working with providers on strategic planning, supply chain management, process improvement and physician alignment.

Tammy Brooks

Summary
Tammy Brooks oversees PINC AI’s QUEST Collaborative, a nationwide collaborative focused on improving outcomes for patients as well as improving financial performance in hospital value-based programs. She specializes in identifying performance improvement opportunities, effectiveness and outcomes, and enhancing the overall healthcare experience.
Brooks has worked in various positions in acute care facilities including emergency department (ED) staff nurse, ED manager and system director positions, CNO and vice president of patient care services. Her acute care experience includes developing service line opportunities, establishing physician practices, regulatory compliance, quality and safety, and managing financial performance for all patient area service lines. Her experience in consulting includes performance and quality improvement around clinical outcomes and improvement in VBP outcomes.

Deb Kilday

Deb Kilday has more than 35 years of healthcare experience in clinical care, leadership, organizational management, professional development, compliance, research, performance improvement and team training. Kilday currently leads Premier’s Women and Infants Services which includes the national partnership with the U.S. Department of Health and Human Services (HHS) Office of Women’s Health to leverage PINC AI’s data and proven performance improvement methodology to scale advancements in care for mothers and infants across the nation.
Working with leading thought experts and national organizations, she has furnished insights to the development of population-focused analytics and business intelligence used to advance opportunity identification and process reengineering that is innovative and transforming. This has resulted in the development of PINC AI’s web-based perinatal dashboard, comprised of over 100 maternal and neonatal metrics utilizing risk-adjusted and peer benchmarking methodologies scaled to over 1,300 U.S. hospitals.
Kilday is a nationally-recognized expert in maternal infant performance improvement and instrumental in the launch of Premier’s Bundle of Joy CampaignTM, uniting an alliance of more than 4,100 U.S. hospitals and health systems with over 200,000 other provider organizations to transform healthcare for women and infants.

Jesi Malloy

Summary
Jesi Malloy is a Health Systems Industrial Engineer with 20 years of experience in process improvement and healthcare data analytics. Malloy is a certified Lean facilitator and Six Sigma green belt with the Institute of Industrial Engineers. For the past six years, Malloy has been responsible for the Population Health Management Collaborative Medicare accountable care organization (ACO) benchmarking and claims analytics programs. Prior to joining Premier, she worked in cost accounting, quality and Lean healthcare departments at Hospital Corporation of America (HCA) and LifePoint Health in Nashville, Tennessee. From high-level performance improvement strategies to patient-level process flow redesign, Malloy is dedicated to helping providers find better ways to deliver high quality care. As part of the improvement journey, she also has expertise measuring and reporting performance for front-line caregivers and the executive teams. Malloy is passionate about systems thinking, innovation and streamlining healthcare services for patients while reducing waste and unnecessary costs to the delivery system.

Gerry Meklaus

Prior to joining Premier, Meklaus served as a Managing Director at Accenture for over 15 years, where he consulted on numerous aspects of both strategy and operations for healthcare providers and payers. He ultimately led the Clinical Innovation practice, encompassing solutions around physician enterprise, value-based care and clinical optimization. Prior to consulting, he helped form a multispecialty group practice with nearly 1,000 providers and 90,000 lives in at-risk payer arrangements, and he functioned as the group’s first Chief Operating Officer.

John Pitsikoulis

Mr. Pitsikoulis brings over 35 years of progressive revenue enhancement, prospective payment system reimbursement, coding and documentation compliance expertise.
Recognized as an industry prospective payment system expert, he has integrated his regulatory subject matter expertise and operational improvement experience with healthcare emerging technologies including the EMR, NLP technologies, quality outcomes and data analytics. He serves as a strategic business advisor for the evolving risk-based reimbursement methodologies including ACO/population health management, bundled payments and HCC management.
Prior to joining Premier, he held executive leader positions for large consulting organizations. His notable work experiences include Nuance Communications, PricewaterhouseCoopers, Navigant and the Cleveland Clinic Health System, where he served as the ICD-10 practice leader focusing on physician performance improvement, revenue enhancement and EMR optimization.

Kathryn Hayes-Hallowell

Summary
Kathryn Hayes-Hallowell leads the Bundled Payment for Care Initiative (BPCI) Advanced initiative for PINC AI. She has over 25 years of experience working with delivery systems focused on reducing costs while improving the quality of care. She has worked exclusively in the Bundled Payment space since its inception in 2012. Her previous experience includes Geisinger Health System, where she managed the Facilitator Convener for the BPCI. Prior to that, she was the vice president of quality improvement and regulatory affairs for a post-acute provider located in New England. In addition, she served as the regional vice president of performance improvement for Vizient, where she developed collaboratives focused on the reduction of “Never Events.” In 2021, Hayes-Hallowell was a recipient of the Team Award for Premier’s Washington D.C. COVID-19 Policy Team.
