Beth Anctil

Principal, Performance Partners

Summary

Beth Anctil leads Premier’s Clinical Transformation team and has over 35 years of healthcare management experience spanning settings across the continuum of care. She has proven success in leading clinical and quality improvement initiatives with large intersecting projects for multi-specialty medical groups and academic medical centers. Prior to coming to Premier, Anctil led care transitions for the adult enterprise at Vanderbilt University Medical Center and served as the operational lead for an $18.8 million CMMI Award: My Health Team Chronic Disease Management. 

While with Henry Ford Health System in Detroit, Michigan, Anctil was director of system care coordination and supported the “No Harm Campaign” contributing to the Malcolm Baldrige Quality Award in 2011. She also served as administrator for primary care and executive director for Group Practice Improvement Network (GPIN).

Glen Champlin

Summary

With more than 20 years of experience in population health management, Glen Champlin has deep experience within the Medicare Advantage Industry with expertise in network development, managed care contracting, Medicare risk adjustment, plan/provider partnership/collaboration and capitation.

Prior to joining Premier, Champlin was the population health MSO director with Humana for the Southeast Region. In this role, Champlin worked with provider organizations on partnership strategies focused on health plan support of provider accountable care organizations (ACOs). His efforts helped to produce better clinical outcomes and financial results for provider groups and delivery systems. Prior to Humana, Champlin was the business development lead for Universal American’s CHS subsidiary and assisted in the development of 21 of the 35 MSSP’s partnerships launched nationally by CHS.

Peggy Crabtree

Principal, Performance Partners

Summary

Peggy Crabtree has over 30 years of clinical and hospital operations experience in academic and community hospital settings. She specializes in service line planning and integration, operational excellence through care redesign, bundled payment, and physician alignment models, and pre-hospital merger and acquisition integration efficiencies. Prior to joining Premier, Crabtree was a vice president with The Camden Group and the practice lead for the clinical and operational improvement service line. She has developed and implemented service lines in multiple organizations in her career as a hospital executive.

Crabtree has held other positions, including chief executive officer of Cardiology Consultants of the South Bay in California and vice president/chief nursing officer for clinical administration and nursing. She has been featured in Trustee, Becker’s Hospital Review, Payers and Providers, Physicians Practice and Issues in Oncology.

Joseph F. Damore

Vice President, Strategy, Innovation & Population Health

Summary

Joseph (Joe) F. Damore, FACHE, is the Vice President of Strategy, Innovation and Population Health (SIPH) at Premier. He is responsible for assisting physician groups, hospitals and health systems, health plans, and integrated health systems with implementing value-based care and payment arrangements, including Accountable Care Organizations. His responsibilities include leading Premier’s SIPH team that provides collaborative, technology and advisory services. He and the SIPH team provide consultative assistance and advice to numerous healthcare organizations in areas such as strategic business planning, clinical integration, new value-based care and payer arrangements, quality and financial improvement, and in implementing value-based capabilities in over 200 markets across in the United States.


Prior to joining Premier, Damore served as the President and CEO of Mission Health System in Asheville, North Carolina, from 2004 to 2010 and the President and CEO of Sparrow Health System in Lansing, Michigan, from 1990 to 2004. He also served in as a Vice President at the Greenville Hospital System and as Executive Vice President at the Sisters of Mercy Health Corporation (now Trinity Health). His 30-plus-year career as a healthcare leader has focused on building and developing regional integrated health systems, including integrating comprehensive delivery systems and health plans as well as building and expanding several provider-sponsored health plans.


Damore is a nationally recognized speaker on the topics of health reform, value-based care and payment. He has also published numerous articles on healthcare management, finance, delivery, and value-based care and payment.

Andy Edeburn

Summary

Andy Edeburn is a nationally recognized expert on strategic planning, acute/post-acute integration, provider network development and managed care. Edeburn guides organizations through their strategic thinking and planning around acute and post-acute partnerships, new program and facility development efforts, and establishing value- and outcome-oriented relationships as they transition from the fee-for-service environment to value-based care.

Edeburn is a frequent speaker and author on a range of topics, including healthcare reform readiness, strategic planning, acute and post-acute integration, and change management. He has authored articles regarding post-acute care for HFM Magazine and the Governance Institute and has been quoted in Modern Healthcare, Long-Term Living and other publications.  Prior to joining Premier, Edeburn was vice president with GE Healthcare as well as Health Dimensions Group in Minneapolis, Minnesota.

Seth Edwards

Vice President, Delivery and Collaboratives Executive

Summary

Seth Edwards manages Premier’s Population Health Collaborative, utilizing his expertise in the Medicare Shared Savings Program (MSSP). He has successfully assisted over 80 accountable care organizations (ACOs) with applying and contracting with the Centers for Medicare & Medicaid Services (CMS) in the MSSP, Next Generation ACO and ACO Pioneer programs.

Prior to this role, Edwards was the director of federal affairs for Premier, working with lawmakers and their staff to advocate for Premier’s legislative priorities and assist in developing policy positions. Edwards primarily focused on delivery system reforms (ACOs, bundled payments, etc.) and quality outcomes (readmissions and healthcare-associated infections). In addition, Edwards previously worked with national thought leaders, such as Dr. Rick Gilfillan and Lynne Rothney-Kozlak, to develop, implement and manage the PACT Collaborative.

Mark Hiller

Vice President, Premier’s Bundled Payment Collaborative

Summary

Mark Hiller has extensive experience in financial analysis and developing practical tools to assist hospitals reduce their costs. He leads Premier’s Bundled Payment Collaborative, providing education, episode development, care redesign, quality and other measurement, cost reduction identification, and physician alignment/gainsharing insights.

Hiller designed a model to estimate the potential financial impact on systems related to the application of accountable care principals. He also designed, developed and implemented the industry’s first revenue management tool that supports a hospital’s ability to have visibility into net revenue and bad debt down to the patient account level. He developed a patented model to measure supply intensity by service line and across the whole hospital to help health  systems identify cost savings opportunities based on the underlying supply cost for each MS-DRG.

Elizabeth Ireton

Summary

Elizabeth Ireton supports Premier’s Population Health Collaborative and co-leads the Bundled Payment Collaborative. Ireton’s focus also includes care management and post-acute care. Previously, Ireton was a director of account management at Healthways and worked directly with a number of high-profile customers, including hospitals, health plans and employers. She also supported a hospital service line division and was responsible for business development focused in disease and care management, as well as population health and clinical care redesign.

Prior to that, Ireton worked for several consulting firms, including Gartner and First Consulting Group. Ireton is a registered nurse and has her MS in Nursing. She served as an adjunct faculty member for many years at the Johns Hopkins College of Nursing.

JoAnna Jaskolka

Principal, Performance Partners

Summary

JoAnna Jaskolka provides subject matter expertise in the development of collaboratives and executive learning programs, utilizing over 15 years of experience in the healthcare industry.  She is currently supporting the Population Health Management, Bundle Payments and Healthcare Innovators Collaboratives at Premier. She supports clients in developing and implementing strategies to transition from fee-for-service to value-based care and payment.

Prior to joining Premier, Jaskolka worked for a regional improvement organization and quality observatory. She developed programming with a focus on building improvement capability across the regional National Health Service (NHS) organizations, as well as managed both a Stroke and Reducing Mortality Collaborative. Jaskolka was the senior project manager of the Quality Improvement Directorate at Salford Royal NHS Foundation Trust, an 800-bed academic medical center in Manchester, England, tasked with reducing harm by 50% and saving 1,000 lives in a three-year period. 

Jaskolka has worked at the Institute for Healthcare Improvement in Cambridge, Massachusetts, developing the Executive Quality Academy, Improvement Advisor and Patient Safety Officer Executive Development Programs. She has an extensive collaborative and project management background with a focus on developing quality improvement courses and training for healthcare professionals.

Tony Malcoun

Vice President, Advisory Services

Summary

Tony Malcoun offers a broad national perspective and thought leadership derived from strategy and organizational change experience in over 75 markets and 35 states. His areas of expertise include sustainable health system growth strategies, clinically integrated networks, organizational operating models and the formation of regional networks and partnerships.

Prior to joining Premier, Malcoun was vice president of Sg2’s U.S. consulting group and a consultant with Computer Sciences Corporation’s global healthcare solutions. He began his professional career as a lawyer, practicing complex commercial litigation in the states of New York and Illinois.

Malcoun holds an MBA from the Kellogg Graduate School of Management, a JD from Brooklyn Law School and a B.A. from the University of Michigan. He has been an invited speaker/lecturer on healthcare industry topics for the Centers for Medicare & Medicaid Services (CMS), the American Health Lawyers Association, American College of Healthcare Executives (ACHE) organizations and technology companies, as well as the Northwestern and University of Chicago’s MBA programs.

Guy Masters

Summary

With 30 years of healthcare experience, Guy Masters focuses on revenue growth strategies, business and service line planning, transaction advisory, physician-hospital alignment and governance best practices for health systems, medical groups and payers. He has developed health maintenance organizations (HMOs), independent practice associations (IPAs), management services organizations (MSOs), physician-hospital organizations (PHOs), integrated delivery networks (IDNs), clinically integrated networks (CINs), joint ventures with physicians and direct contract relationships with employers. He has also closed and repurposed financially troubled hospitals.

Masters has written more than 90 articles on healthcare issues and is co-author with Steven T. Valentine of the “Health Care Capitation & Risk Contracting Manual,” (Thompson Publishing, New York, 1995). He is a frequent speaker at industry conferences, professional associations and other meetings nationwide. In addition, Masters is a designated advisor for the Governance Institute and has been a regular speaker with that organization for more than 15 years.

Prior to joining Premier, Masters was the national strategy and business advisory practice leader for The Camden Group. Before that, he was with Ernst & Young’s Los Angeles West Region Health Care Consulting Group and served on their National Physician Services Advisory Committee.

Elyse Pegler

Summary

Elyse Pegler has nearly 20 years of experience designing and implementing innovative Medicare policies and programs. She leads learning collaboratives for accountable care organizations (ACOs) that participate in the Medicare Shared Savings Program, Next Generation ACO model, Comprehensive ESRD Care model and Shared Decision-Making model.

Prior to joining Premier in August of 2013, Pegler was a senior advisor at the Center for Medicare and Medicaid Innovation where she oversaw policy development and program implementation for over 500 participating health systems and post-acute care providers. In addition, she has also held other private and public sector positions focused on innovative care delivery models.

David Petrel

Principal, Performance Partners

Summary

David Petrel combines strategic thinking with his healthcare legal background to implement solutions that create greater alignment between physicians and hospitals. He has worked in healthcare for over 30 years, first as a healthcare attorney, and since 2001, as a healthcare consultant specializing in the development of hospital-physician business relationships and alignment.

Petrel now focuses exclusively on multiple types of hospital and physician collaborative ventures. He has had extensive experience in the strategic development of hospital cardiovascular programs and ambulatory surgery centers. His experience also includes implementing clinical integration and clinical co-management ventures and optimizing independent and hospital-owned physician practices on behalf of hospitals and physicians from both private practice and academic medicine. Petrel has also worked with individual physicians and physician groups. He has a unique understanding of what physicians want and need to survive and thrive in today’s healthcare marketplace.

Kearin Schulte

Kearin Schulte is a Vice President with Premier’s Physician Enterprise Advisory Services. She has extensive operational and consulting experience in all aspects of the physician enterprise and has leveraged her industry experience to bring real-world experience to her consulting engagements. During her consulting career, Schulte has delivered large integrated consulting engagements across the United States in community systems, academic health systems and standalone specialty hospitals.

Prior to joining Premier, Schulte served as a Senior Director at Huron Consulting Group, where she helped to drive sales and delivery with the largest dedicated physician solutions team in the U.S. Her industry experience includes serving as an interim executive, leadership roles at medical groups, as well as leadership roles in both the neuroscience and obstetrics/gynecology service lines at the University of Colorado Health System. She also serves as an affiliate professor at a private university in Denver, Colorado, where she teaches in the undergraduate and graduate programs for those pursuing degrees in healthcare administration and healthcare leadership.

Amanda Simmons

Principal, Performance Services

Summary

Amanda Simmons was the former administrative director of the DSRIP Region 3 Southeast Texas Regional Healthcare Partnership (RHP) for the Texas Medicaid Transformation Waiver.  The role of administrative director, employed by The Harris Health System, was accountable for nine counties totaling $2.3 billion of DSRIP funds, DSH reform, uncompensated care funding (UC), and inter-governmental transfer fund (IGT) negotiations and partnerships. While serving in this role, Simmons developed the RHP plan consisting of over 360 projects; built strong partnerships with key state and county officials, healthcare organizations and healthcare providers; completed an in-depth community needs assessment; hosted partner clinical development sessions to define project scopes and outcomes; and advocated at state meetings in order to maximize the potential revenue to all communities.  

Prior to The Harris Health System, Simmons served as the executive director of business development for Baylor College of Medicine (BCM). In this role, she was accountable for all clinical development and seed funding, as well as affiliation agreements with hospitals, physicians and other academic organizations in The Medical Center and surrounding communities. These agreements included negotiations, compliance, acquisitions and expansions. BCM’s triangulated mission of clinical, academics and research refined her skillset in healthcare, including revenue cycle management, managed care contracting and payer negotiations, performance reporting, staff development, governmental relations and clinical operations.  

Simmons leads the Medicaid Transformation consulting team and has provided support to the New York Premier DSRIP clients in order to develop and implement all processes related to clinical and organizational needs of DSRIP. The experience in Texas as well as New York allows her to provide continued expertise to clients and ensure success of the waiver programs.

Chris Smedley

Summary

Chris Smedley is the Vice President of Engagement and Delivery overseeing Premier’s Physician Enterprise Solution with more than 20 years working in healthcare. His experience includes administering practice plan operations, as well as overseeing the delivery of comprehensive engagements at academic medical centers and health systems throughout the United States. He has specialized expertise in the areas of physician solutions, children’s hospitals and cancer centers.

Throughout his career, Smedley has worked with over 40 healthcare organizations to improve the delivery of care and patient outcomes. In doing so, he has developed extensive expertise with respect to addressing the change management aspects within physician organizations. He brings a unique focus that enables the achievement of targeted performance improvement outcomes, while enhancing the engagement and satisfaction of patients, providers and staff.

Prior to joining Premier, Smedley served as a Managing Director within Huron Consulting Group where he helped to develop one of the largest dedicated physician solutions teams in the U.S. Before joining Huron, Smedley was a member of Accenture’s healthcare consulting practice where he was responsible for overseeing the associated physician services engagements. His industry experience includes serving as the Executive Administrator for the Cancer Service Line at UPMC and Finance Director and Administrator for the Department of Pediatrics at the Children’s Hospital of Pittsburgh.

Smedley holds a master’s in public management from Carnegie Mellon and a bachelor’s degree in health management systems from Duquesne University.

Bryan F. Smith

Summary

Bryan Smith leads Premier’s Population Health Economic and Analytical Services with a focus on mergers, acquisitions, development and population health. He co-developed Premier’s Population Health Financial Impact Model and oversees those consulting engagements as well as quarterly and annual benchmarking of accountable care organization (ACO) performance for collaborative members and clients.

His latest work includes analysis of the attributes of successful Pioneer ACOs for the CMS Innovation Learning Systems, development of business models for the American Society of Anesthesiologists and regulatory and financial impact analysis for a national healthcare corporation.

Prior to joining Premier, Smith served as the interim chief operating officer of Physician Partners of Texas, a physician-owned HMO startup. He also served as a director for two organizations - Praxis Medical Management & TPA and Concerned Counseling, Inc., a national EAP and telephonic counseling program.

Steven T. Valentine

Vice President, Strategy and Advisory Consulting Practice

Summary

With more than 35 years of healthcare consulting experience, Steven Valentine is a nationally recognized author and speaker and is frequently quoted on NPR, Modern Healthcare and many other publications for his expertise in business advisory services, strategy, transactions, mergers, physician partnerships and financial impact analysis. Valentine has authored the annual “Top Ten Trends in Health Care” for Trustee magazine and for the Governance Institute. He has an extensive background with the facilitation of retreats for boards, management and physicians. He has worked with and advised numerous clients throughout the U.S. and recently has moved organizations in the direction of population health and value-based care.

Valentine serves as the chair of both the Board at Orthopaedic Institute for Children (a UCLA affiliate) and the Strategy and Finance Committee. He also served on the Program Advisory Board at the USC School of Policy, Planning and Development; the Board of Healthcare Partners, Ltd., a $4.4 billion management services organization; and Partners in Care Foundation (a think tank developing new care models).

Prior to joining Premier, Valentine was the president of The Camden Group and grew the business to be a Modern Healthcare top 20 consulting firm for over eight years. He has also served as Ernst & Young’s leader of business advisory services in Southern California, led the Amherst Associates Los Angeles office and held senior positions at NME and Pacific Health Resources. He was selected by California Medicine as one of California’s top 100 most influential people and received a similar honor from the Los Angeles Business Journal.
